A central thesis of cognitive science is that mental processes are implemented in physical systems. To describe a mental process at the level of implementation is to describe the hardware of the system in which it is realized. To characterize a mental process simply as a computation is not to specify its hardware. Neurophysiology, for example, is an area in cognitive science particularly interested in questions of implementation.
